Found an old lure that I can't identify

Recently I was going through my father's tackle box , that is approximately 30 to 40 years old, and found a lure that I can't identify. It's yellow with silver stripes and has the words " hula danger " on the top. It's about 2" long with two sets of treble hooks, could be made by Fred Arborgast but don't know. Any info would be helpful.
